NEW! Implementation Matrix
A detailed implementation strategy is a crucial component to the success of a local action plan. It is important for municipalities to think about how the actions within their plan will be implemented during milestone three. This tool provides a sample action along with a blank template.
Greenhouse Gas Reduction Initiatives of the Month
FCM and ICLEI – Local Governments for Sustainability are pleased to introduce a new addition to the Partners for Climate Protection (PCP) toolkit. The Greenhouse Gas Reduction Initiative of the Month series will document the initiatives that PCP members have implemented to reduce their emissions. These summaries share their environmental and economic results, lessons learned and next steps. Look for a new initiative each month!
Municipal Resources for Adapting to Climate Change
This publication features seven municipalities starting to think about adaptation in their communities. Also included are lists of scientific resources and planning tools that have been used by other municipalities.

This guide provides an overview of the PCP five-milestone framework and a list of resources available to help you achieve each milestone.
Six Steps to a Sustainable Community: A Guide to Local Action Planning
Local action planning is the process of creating a strategic document that outlines specifically how your municipality will achieve a selected GHG emissions reduction target. Learn how your municipality can develop a local action plan (LAP) and achieve Milestone Three of the PCP program.
Developing Inventories for Greenhouse Gas Emissions and Energy Consumption:
A Guidance Document for Partners for Climate Protection in Canada
Is your municipality preparing to develop a greenhouse gas (GHG) inventory for Milestone One of the Partners for Climate Protection (PCP) program, or are you looking for guidance on managing your current inventory? If so, this new guidance handbook is for you. Local government staff who use the handbook to develop their GHG emissions inventories and forecasts should find it easier to achieve recognition for Milestone One of the PCP program. This document builds on the existing PCP/CCP protocol and complements the Inventory Quantification Support Spreadsheet.

Twenty steps you can take to curb greenhouse gas emissions now!
Sound fiscal management is often high on the list of priorities for a municipal government. A strong business case for climate protection activities addresses that responsibility by clearly demonstrating how to reduce costs, improve service delivery, create jobs and support local industries, all while protecting human health and the environment.

Guide to Sustainable Asset Management for Canadian Municipalities (2002)
Most municipal governments in Canada are struggling with how to maintain, fix or replace aging infrastructure. They should find comfort in the methods outlined in this guide. Here are the practical steps that help answer some fundamental questions in relatively short order - what do we have in the way of infrastructure assets, what are they worth, and what should we be budgeting this year and over the next decade to properly sustain these assets? The guide shows municipal managers and elected representatives how to answer these questions in the space of weeks or months rather than years, and then plan strategically.

Green Municipal Fund
The GMF funding stream for sustainable community plans can provide grants of up to $350,000 for up to half the cost of developing local action plans and sustainable community plans. Many communities including: Whitehorse (YK), Vancouver (BC), Edmonton (AB), Cochrane (AB), Caledon (ON), Fredericton (NB), Halifax (NS) and more are taking advantage of this resource to undertake their milestones activities.
Grants are available to support the completion of Milestones Two and Three. Milestone One is no longer eligible for GMF funding. Municipalities must apply to complete Milestone Two and Three for both corporate operations and the community in combination; however they do not need to be completed concurrently. Plans must address all GMF sectors and include a relevant vision.
